HIT-30 High Technology Investment Programme – HIT-Quantum Call

The HIT-Quantum call under the Ministry of Industry and Technology's HIT-30 High Technology Investment Programme aims to establish high-capacity infrastructures capable of providing quantum computing services, to build a scalable quantum hardware and software ecosystem accessible to research centres, universities and the private sector, and to develop value-added solutions and skilled human resources on these infrastructures. Support type: investment incentive (HIT-30 support instruments). Target group: companies investing in quantum computing infrastructure in Türkiye. TÜBİTAK Research, Industry and Scholarship Support Programmes

Continuous; call calendars are announced per programme on the TÜBİTAK website.

TÜBİTAK's general support programmes are open to quantum technology projects without a quantum-specific call. Academic research projects are supported under programmes 1001 (Scientific and Technological Research Projects), 1003 (Priority Areas R&D Projects) and 1004 (Centres of Excellence); industrial R&D and innovation under 1501 (Industrial R&D Projects), 1507 (SME R&D Start-up) and 1511 (Priority Areas Research, Technology Development and Innovation); researchers under the 2211 domestic PhD, 2218 domestic postdoctoral and 2219 international postdoctoral research fellowships and the 2232 international leading and young researchers programmes. Internationally partnered projects run under the 1071, 1509 and 1719 Eureka programmes. Target group: universities, research institutions, companies and researchers established in Türkiye. NATO DIANA (Defence Innovation Accelerator for the North Atlantic) Challenge Programme

Annual call. The 2027 cohort call opened in June 2026 and closed on 3 July 2026 (six challenge areas; the programme starts in January 2027). The date of the 2028 cohort call has not yet been announced.

Eligibility for Türkiye: eligible. NATO DIANA is an accelerator programme that runs annual challenge calls for companies developing dual-use and defence-first deep technologies. Selected companies join a six-month accelerator programme, receive EUR 100,000 in contractual funding and top performers can access up to EUR 300,000 more in the next phase; the programme provides access to more than 200 test centres across Europe and North America. Target group: companies incorporated in a NATO member nation, headquartered and principally operating there, and majority owned and controlled by nationals of NATO member nations (including companies established in Türkiye); the technology maturity sought is typically TRL 4–7. Universities, public bodies and non-profit organisations cannot apply but may join the network as test centres. National channel: the Ministry of Industry and Technology NATO DIANA team (diana@sanayi.gov.tr); the Ministry and ODTÜ Teknokent jointly run the NATO DIANA Application Support Programme, and ODTÜ Teknokent serves as a DIANA accelerator site.

NATO Innovation Fund (NIF)

Continuous; an investment fund, it runs no calls.

Eligibility for Türkiye: eligible. The NATO Innovation Fund is a standalone venture capital fund launched by NATO and backed by 24 Allied nations, including Türkiye, with EUR 1 billion in assets under management. It invests directly in deep tech companies addressing defence, security and resilience needs, from seed stage to Series B, with initial tickets of EUR 3 to 15 million and reserves for follow-on investment as companies scale. It also backs specialist funds across Allied nations through a fund-of-funds strategy. Support type: venture capital investment; the fund does not award grants and does not run programme applications. Target group: dual-use deep tech start-ups in the limited partner nations, including those established in Türkiye. National channel: no representative institution for Türkiye is named on the fund's official page. The 15-year fund is headquartered in Amsterdam with regional offices in London and Warsaw.

COST (European Cooperation in Science and Technology) Actions and the 2026 Open Call

The 2026 Open Call opened on 31 July 2026; proposals for new Actions can be submitted via e-COST until 28 October 2026, 12:00 CET, and up to 80 Actions will be funded. Joining existing Actions is continuous.

Eligibility for Türkiye: eligible (full member). COST is an intergovernmental networking programme in which Türkiye is a full member; it does not fund research but covers meetings, short-term scientific missions and training schools within science and technology networks called COST Actions. Researchers in Türkiye may propose new Actions and join existing ones. Quantum-related Actions include CA21144 on superconducting quantum electronics (2022–2027) and CA23130 on quantum gravity (2024–2028), both with participants from Türkiye. Target group: researchers. National channel: the COST national coordination is held by TÜBİTAK.
