The challenge is open to undergraduate, master’s, and PhD students, alumni of these programs, and industry experts from defense and civilian organizations who have an interest in quantum programming and aim to leverage this technology to develop solutions for real-world problems. Participation is on a team basis; teams consist of a minimum of 3 and a maximum of 6 members. The team leader must be a citizen of the Republic of Türkiye, and the number of Turkish citizens on a team must be at least half of the total number of members; team members may be citizens of NATO member countries.

Rankings are made separately within each problem category; prizes are set at TRY 400,000 for the first-place team, TRY 250,000 for the second and TRY 150,000 for the third. In addition, stakeholder institutions may provide supports such as company incorporation, rent, investment, patent and academic mentoring. The stakeholder cooperation protocol for the competition will be signed at the launch event on 24 June 2026.
